Silla-e-Funn Program is an initiative by the Punjab Social Protection Authority to support elderly artists who have dedicated over 25 years to their respective fields. This unconditional cash transfer program has been rolled out across all 36 districts of Punjab. It’s designed to offer a dignified social pension to elderly and financially needy artists, including writers, poets, media professionals, and others who have significantly contributed to fields such as film, television, literature, poetry, journalism, theater, music, painting, and more.

Under this program, eligible artists above 50 years of age and with a monthly income below Rs. 15,000 will receive Rs. 5,000 per month. This initiative recognizes and honors these artists’ lifelong dedication and contributions, ensuring their financial well-being in their later years.

What Is Sila-e-Fun Program ?

The Punjab Social Protection Policy has recognized that income insecurity among the elderly and disabled is one of the six major challenges facing the Punjab region. Furthermore, providing basic income security for older individuals is a fundamental aspect of the social protection framework outlined in ILO Recommendation 202 (2012).

Notably, Pakistan is an exception among its neighboring countries, as it lacks a social pension scheme for older people. In contrast, countries like Bangladesh and India have already implemented such schemes since the 1990s. Therefore, establishing a cash transfer program for older people is crucial for the state to fulfill its responsibility towards its elderly population.

Sila-e-Fun Program Project Goal

The project’s primary aim is to enhance the socio-economic well-being of elderly and financially vulnerable artists in Punjab who have made significant contributions to their respective fields. This program is structured with the following key objectives:

  1. Enhance social inclusion by offering dignified social assistance to economically disadvantaged elderly artists in Punjab.
  2. Improve the livelihoods of elderly artists who are in need.
  3. Decrease the economic reliance of financially vulnerable elderly artists on their social networks.

To date, 2,034 deserving artists have been beneficiaries of this initiative.

Sila-e-Fun Program Eligibility Criteria

The eligibility requirements for this program include:

  • Artists who are 50 years of age or older.
  • They should have at least 25 years of experience in their respective fields.
  • Income not exceeding 15,000 rupees per month.
  • Possession of a valid ID Card (Computerized National Identity Card).
  • Residency in the district chosen for the program.

HOLISTIC PURPOSE OF THIS PROGRAM

The Punjab Social Protection Policy started this program while reviewing the situation of the needy people in Pakistan after they saw that the elderly were being treated well in neighbouring countries such as India and Bangladesh.

But there is no such system here. People who are poor artists should also help the workers. Then they started the holy cash program i.e. art program in 36 districts of Punjab. There are special abilities in fields like handicrafts.

This skill plays an important role in the beauty and culture of the country. The Sila Fun Program aims to recognize and appreciate these skills, empower individuals financially and provide social empowerment to these artists who are facing great difficulties. is also giving, which is our nation’s heritage.
